By Marina Malenic The assistant secretary of the Air Force for acquisition, Sue Payton, stepped down from her post on April 8, service officials said yesterday. Payton's deputy, David van Buren, has assumed the position until a permanent replacement is named, said Air Force spokeswoman Lt. Col. Karen Platt.
