The Navy awarded four separate three-year multi-million dollar indefinite-delivery/indefinite-quantity, firm-fixed-price contracts for cyber and information technology training in support of the Marine Corps Forces Cyber Command, the Defense Department said Thursday.

Cyber and information technology training includes basic level courses, intermediate level courses, opportunity level courses, opportunity areas from Pipeline 2.2, and other software applications. The training is set to provide commercially available technical courses required to meet operational standards at national level organizations providing support to cyber security missions.

All four awardees will have the opportunity to compete for task orders during the orders period. The work will be performed in Washington, D.C. (25 percent), Fort Bragg, N.C (25 percent), Tampa, Fla. (25 percent), and Scott Air Force Base, Ill. (25 percent). The contract work is expected to be completed by Dec. 9, 2019. No contract funds will be obligated at the time of award, the Navy said.

Contract funds will not expire at the end of the current fiscal year.  Navy operation and maintenance (O&M) funding will be obligated via task orders as they are issued. The contract was competitively procured using full and open competition via publication on the Federal Business Opportunities website and the Space and Naval Warfare Systems Command e-Commerce Central website, the Defense Department said.

Thirteen proposals were received while the following four were selected for awards:

  • Executive Protection Systems LLC, doing business as RavenTek Solutions, won a contract worth over $19 million. It includes two one-year options which would raise the contract value up to over $31 million if both exercised.
  • Onyx Consulting Services LLC won a $14.6 million contract. It includes two one-year options that if exercised raises the potential value to $24 million.
  • CSR Group was awarded a $14 million contract that includes two one-year options that if exercised raise the value to $23 million.
  • Ultimate Knowledge Corp. won $13.3 million contract that includes two one-year options that if exercised would raise the value to nearly $22 million.

The contracting activity is the Space and Naval Warfare Systems Center Pacific, San Diego.
