Ship and Submarine Maintenance Improvement Needed, Navy Vice Chief Says

While the readiness of U.S. Navy aircraft is largely up to snuff, surface ship and submarine maintenance are continuing hurdles for the service, Vice Chief of Naval Operations Adm.
