By Emelie Rutherford The Senate is expected to pass the defense appropriations bill tomorrow after possibly considering a proposal to secure missile-defense funding for ground-based interceptors and a second push from Sen. John McCain (R-Ariz.) to delete 10 cargo aircraft.
