Justification and Approval for Northrop Grumman DARC Sites 2 and 3 Signed

On Monday, the Department of the Air Force posted what it said was a signed justification and approval (J&A) for Northrop Grumman [NOC]'s Deep Space Advanced Radar Capability (DARC) radar Sites 2 and 3. The Federal Acquisition Regulation requires a J&A for non-competitive solicitations. Officials deemed the J&A "controlled unclassified information" (CUI)--a designation that has drawn fire for shielding programs from transparency and oversight.
