The Defense Department plans to turn over radio program responsibilities with the primary tactical radio requirements, after nearly a decade of effort to develop next-generation software-defined radios under the Joint Program Executive Office Joint Tactical Radio System (JPEO JTRS). In a July 11 acquisition decision memorandum (ADM) to service secretaries, Under Secretary of Defense for Acquisition, Technology and Logistics Frank Kendall approved requests for changes, subject to new start or reprogramming requirements.
