DHS S&T Issues BAA for Mass Rescue Operations at Sea

The Department of Homeland Security Science and Technology (S&T) Directorate has issued a Broad Agency Announcement (BAA) under the requirement “Lifesaving Device for Mass Rescue Operations” at sea. S&T expects to award multiple standalone contracts under the BAA with selections in late fiscal year 2021 or early FY ’22. An example of a mass rescue operation “is a catastrophic passenger vessel emergency in a remote area which requires personnel to leave the vessel with no or limited access to the vessel’s inherent lifesaving apparatus,” the BAA says, adding that such operations are “low probability, high consequence events.” The solicitation also says the “procurement is the first step in the process of developing a non-standard, innovative, large capacity, ultra-lightweight device that could be deployed from air and surface assets during mass rescue operations” to keep survivors out of the water. DHS First Responders Group Issues Call

The Department of Homeland Security Science and Technology Directorate has issued its third call under an existing Broad Agency Announcement for first responder needs. The call seeks solutions to help bomb technicians contend with new types of improvised explosive devices, the need for rapidly deployable physical barriers for area denial, multi-spectrum laser eyewear protection, multi-spectrum laser detection, the tracking of criminal actors in large crowds, less lethal options for crowd environments, less lethal chemical irritants for crowd control, a riot protection helmet, low-profile riot protection gear, and updated law enforcement duty uniform. USCIS Seeks Cybersecurity Services

U.S. Citizenship and Immigration Services’ Office of Information Technology has issued a Request for Information for cybersecurity defense services to protect the agency’s IT infrastructure and resources, information systems, and the information used in these environments. The agency isn’t seeking new solutions but rather staff that can provide operations and maintenance support for security-related products and projects. Anticipated work includes deploying and operating various cybersecurity tools to identify vulnerabilities and/or detect anomalous activity within the enterprise, providing security expertise in network design, configuration and operation, developing and deploying solutions to automate security clearance in cloud environment, scanning USCIS source code and web applications, and conducting penetration tests and security exercises to assess the security posture of agency systems to determine the effectiveness of security tools and processes.
