The Navy awarded seven companies separate three-year indefinite-delivery/indefinite-quantity (IDIQ) cost-plus-fixed-fee contracts totaling $609 million to provide cyberspace science, research, engineering, and technology integration, the service said Sept. 15.

Each contract also has a two-year option and, if all of the options are exercised, the total contract values would rise to over $1 billion. The seven selectees are Raytheon [RTN], Leidos [LDOS], Booz Allen Hamilton, Inc. [BAH], Northrop Grumman [NOC], Science Applications International Corp.[SAIC], Scientific Research Corp., and Vencore Inc.

The base and maximum value to each company, including the two-year options, are:

  • Raytheon: $98 million – $165.9 million;
  • Leidos: $89 million – $150 million;
  • Booz Allen Hamilton: $88.6 million – $150 million;
  • Northrop Grumman: $88 million – $148.3 million;
  • SAIC: $84.6 million – $142.2 million;
  • Scientific Research Corp: $81 million – $137.5 million; and
  • Vencore Inc.: $80.1 million – $134.9 million

The contracts were competitively procured via a request for proposals N66001-15-R-0096 published on the Federal Business Opportunities and Space and Naval Warfare Systems Command e-Commerce Central websites, respectively. Thirteen total offers were received and the seven companies were selected for the awards. No funds were obligated at award time, instead it will be obligated via task orders. The types of funding set to be obligated include Navy research, development test and evaluation (RDT&E), operations and maintenance (O&M), and other procurement. Contract funds will not expire at the end of the current fiscal year.

The contract support includes technology assessment, development and transition; requirements analysis; systems engineering; operational and technical support; experimentation support; hardware and software development and prototyping; modeling and simulation; training; and security engineering/cybersecurity, the Navy said.

Contract work will be performed in San Diego (90 percent) and other continental U.S. and outside continental U.S. locations (10 percent) and is expected to be completed by Sept. 14, 2019. The contracting activity is Space and Naval Warfare Systems Center Pacific in San Diego.
