Minnesota Expands Use of Biometric-based Law Enforcement Pilot Effort

Minnesota is expanding its eCharging pilot effort statewide, a program that requires law enforcement officers and prosecutors to establish their identity via fingerprints when electronically signing criminal complaints. The eCharging program uses Bio-key International's [BKYI] fingerprint biometric software for officers when they electronically transmit charging documents with the courts. The software establishes the officers' identity by comparing a scanned fingerprint image against their previously registered fingerprints.
