By Emelie Rutherford The House shot down a war supplemental funding bill yesterday as a Senate panel dug into its own legislation that includes controversial policy and domestic spending provisions as well as less-contested spending for C-17 airlifters, C-130 aircraft, and mine-resistant vehicles.
