Fielding Working Satellite Ground Systems First Priority in House-Senate Language

Assistant Secretary of the Air Force for Space Acquisition and Integration Frank Calvelli has said that it makes no sense to field cutting-edge satellites without the requisite ground systems in place, and now Congress appears to be taking heed.
