The Department of Homeland Security (DHS) has issued a draft Request for Information (RFI) seeking ideas from industry to help overcome challenges to the National Information Exchange Model (NIEM) program. The NIEM was begun in 2005 between DHS and the Department of Justice to address the Homeland Security Presidential Directive (HSPD-5) on information sharing. NIEM establishes a standard for information sharing between communities of interest (COIs) at all levels of government. The program is designed to bring stakeholders and COIs together to identify information sharing requirements in day-to-day operational and emergency situations, develop standards, a common lexicon and an online repository of information exchange package documents to support information sharing, and provide technical tools to support development, discovery, dissemination and re-use of exchange documents. The NIEM program will host an RFI Event on Feb. 17 in Washington, D.C. Sol. No. HSHQDC-09-Q-00088. For the RFI Event, respond by Jan. 30. Otherwise, responses are due by Feb. 3.
