OBIM Seeks Sources for Mission Systems Lifecycle Support

The Department of Homeland Security Office of Biometric Identity Management (OBIM) has issued a Request for Information (RFI) for sources and solutions to develop, integrate and implement capabilities for its portfolio of systems. OBIM, which is responsible for managing, operating and maintaining the department’s IDENT biometric database and the replacement system called Homeland Advanced Recognition Technology (HART). The RFI will help flesh out Increments 3 and 4 of HART, which is being developed by Northrop Grumman [NOC] for the first two increments. The Sources Sought notice seeks to identify vendors capable of developing and implementing capabilities such as biometric examiner tools, a web portal, analytics, reporting, person-centric capabilities, and mobile applications. It also seeks to collect information from industry to identify products, solutions and methodologies to support outcomes and capabilities such as end user access via web portal and mobile devices, replacement biometric examiner tools, automated testing, biometric matching, cloud security, DevOps accelerated development and automated delivery, big data, reporting, and analytics, and adaptive, perfective, corrective and preventative maintenance. CBP Seeks Sources for Centralized Video Surveillance System Health Monitoring Client

Customs and Border Protection has issued a Request for Information for the Centralized Area Video Surveillance System (CAVSS) Health Monitoring Client for Border Security Deployment Program (BSDP).  CBP wants to create a list of qualified vendors that are capable of performing health monitoring technical programmatic life-cycle support and services to sustain Department of Homeland Security and the agency’s current BSDP system. Support and services of CAVSS is required at CBP land ports of entry, select airports, seaports, and U.S. Border Patrol locations. The health monitoring client can be met on multiple dashboard views, based on user rule. CBP has 9,772 analog and 2,584 IP cameras and 2,051 microphones deployed to 330 locations. CBP Issues RFI for Finger Printing Services

Customs and Border Protection has issued a Request for Information for fingerprinting services in support of the agency’s Office of Human Resources. The contractor will provide all fingerprinting facilities, personnel, electronic communications of all fingerprint data, and all equipment necessary for completing an automated fingerprint process within 60 miles of a candidate’s address. The agency’s Hiring Center supports the recruitment, hiring and retention of qualified employees within CBP. All CBP employees, contractors, consultants, and applicants are required to undergo a background investigation to include fingerprints that are required for a National Agency Check. A solution that involves an extensive network of collection sites and utilizes current technology will result in streamlining the fingerprinting process and decreasing the time-to-hire. Customs and Border Protection Issues RFI for Flight Data

Customs and Border Protection has issued a Request for Information to help it find companies that can provide it with various types of flight data from open sources on a global basis that can be used and integrated within its applications to augment information system capabilities. Data includes aircraft and air carrier characteristics, schedule flight information, in-flight geo-position data, actual and en route status for all aircraft movement for each flight segment, and geo-positional data of aircraft ground facilities. DHS S&T Issues RFI for Robotics Communications Technologies

The Department of Homeland Security Science and Technology (S&T) Directorate has issued a Request for Information (RFI) seeking off-the-shelf advanced robotics communications technologies to characterize underground structures, contents, threats and obstacles along the U.S. southern border. The environments range in size and shape, but all are characterized by lack of GPS-signal, less than 50 meters line of sight, and a variety of building materials. Robotic communication capabilities are required to provide command and control connectivity, as well as well as video and data transfer, with remote assets. FAA Surveys Market for RVSS-Northern Border Comms System Refresh

The Federal Aviation Administration, on behalf of Customs and Border Protection, is conducting a market survey for the communications system technology refresh for the northern border Remote Video Surveillance System (RVSS) and Maritime Detection Program. The FAA says the nature of the competition hasn’t been determined, noting it may be full and open or set aside for small businesses. The FAA says that microwave communication systems have been the standard approach for cost-effective communications in remote border areas but that rapidly changing cyber security threats have necessitated the modernization of the communication system to meet security requirements. The agency also says that a technology refresh is necessary to modernize the current communication infrastructure for future expansion and to support increased bandwidth requirements for high definition cameras.
