Bill Gortney, commander U.S. Fleet Forces (USFF) leads a discussion about the Optimized Fleet Response Plan (O-FRP) at the 26th annual Surface Navy Association Symposium (SNA) in Washington DC, Jan 15. With a bit of fiscal certainty in place, the Navy’s Fleet Forces Command is moving forward with its plan to implement the Optimized Fleet Response Plan by November as a way of bringing predictability and cost-savings to manning, maintenance and deployment cycles.
