The Navy last week announced it is establishing a new program office focused on the maritime industrial base and is assigning a top career civil servant from the office of the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN-RDA). Frederick “Jay” Stefany is currently the principal civilian deputy to ASN-RDA.
