The State Department approved a potential $445 million Foreign Military Sale (FMS) of 517 Heavy Tactical Vehicles to Kuwait.
The Defense Security Cooperation Agency (DSCA) notified Congress of the possible sale on Thursday.
The sale of 517 vehicles consists of Heavy Expanded Mobility Tactical Trucks (HEMTT) and Heavy Equipment Transporters (HET). This includes 31 HEMTT Wrecker Trucks (M984A4 10-ton with crane and winch); 100 HEMTT Fuel Tanker Trucks (M978A4, 10-ton, 2,500 gallon); 188 Guided Missile Transporter Trucks (M985A4, 10-ton with winch); 50 Heavy Equipment Transporter (HET) Trucks (M1070A1); 50 635NL Commercial Trailers for use with HET prime movers; 49 Palletized Load System (PLS) Trailers (M1076A0); and various other elements of logistics and support services.
The prime contractor for the sale is Oshkosh [OSK] for the HEMTTs, HETs, PLS trailers, and support. The sub-contractor for commercial 635NL trailers will be Fontaine Trailers while the sub-contractor for trailer flat racks will be Etnyre.
DSCA said this equipment would help Kuwait meet threats by providing “tactical logistics, sustainment, and transportation support to the country’s Land Force Support Command.”
It noted the HEMTT Wreckers provide the capability to recover disabled wheeled vehicles while other HEMTTs include Fuel Tankers and Guided Missile Transporters for resupply missions. HEMTT and PLS trailers “transport bulk supplies to include fuel, ammunition, spare parts, and rations,” the agency added.
DSCA said Kuwait will use these heavy vehicles to support and transport heavy equipment like their legacy M1A2 tanks and new M1A2K main battle tanks, set for delivery in 2021.
This approval comes after the company announced in May it received a $147 million three-year extension to continue delivering 353 new and recapitalized Family Heavy Tactical Vehicles for the U.S. Army (Defense Daily, May 3).
