Proposed Defense Bill Sets Stage For Offensive Cyber Operations

The proposed National Defense Authorization Act for Fiscal Year 2014 includes some of the most detailed language to date preparing the Department of Defense for offensive cyber operations. Previous defense bills have recognized the importance of U.S. Cyber Command (CYBERCOM) performing both defensive and offensive operations. This year’s bill begins the steps to determine mission scope, capabilities, costs and personnel associated with offensive military operations in cyberspace.
