Secretary of Defense James Mattis on Thursday announced the appointment of three top Navy officials by President Trump.Vice Adm. Kevin Donegan was reappointed vice admiral and assigned to director of Navy Staff N09B at the Office of the Chief of Naval Operations (CNO).
