In a key appointment, President Barack Obama last week announced plans to nominate Anne Harrington, currently a top staff official at a National Academy of Sciences' expert panel on arms control, to become deputy administrator for defense nuclear nonproliferation at the Energy Department's National Nuclear Security Administration. Harrington, currently director of the National Academy of Sciences' Committee on International Security and Arms Control, previously worked for 15 years in State Department as an expert on nonproliferation and cooperative threat reduction.…
