By Marina Malenic President Obama yesterday announced plans to alter the previous administration's missile defense architecture by changing its emphasis to interception of short- and medium- range missiles. The new vision calls for scrapping a radar system that would have been based in the Czech Republic and 10 two-stage Ground-Based Interceptors planned for silos in Poland.
