More than two years ago, the Government Accountability Office advised that the Office of the Director of National Intelligence (ODNI) ensure that the National Geospatial-Intelligence Agency (NGA) and the National Reconnaissance Office (NRO) develop performance goals and metrics for maximizing commercial imagery.
