Acting Secretary of the Navy Hung Cao on Tuesday announced he selected William Mahan to perform the duties of Assistant Secretary of the Navy for Research, Development and Acquisition (ASN-RDA) on an acting basis. Mahan is a former submarine officer and came into the department as chief of staff to former Navy Secretary John Phelan, who was forced out last month (Defense Daily, April 22).
