The Defense Department’s trend of procuring commercial satellite communications (COMSATCOM) bandwidth through lowest price, technically acceptable (LPTA) contract evaluations stifles industry’s innovation to provide best value and supplies warfighters with inferior product, according to the CEO of a major COMSATCOM provider.
