Defense Secretary Robert Gates and Italian Defense Minister Ignazio La Russa signed an updated Reciprocal Defense Procurement Memorandum of Understanding yesterday, according to the Pentagon. Under the agreement, each country has pledged open access to its defense market to the industry of the other. The MoU includes provisions for duty-free certificates and, in most cases, evaluation of offers without applying price differentials under "buy national" laws.
