The House began debating the embattled defense appropriations bill on Tuesday, when members pushed back on proposals to strike funding for missile interceptors and Ohio-class submarines. The House Rules Committee approved a structured rule on Monday night for the fiscal year 2014 spending bill, allowing the full House to vote on just 100 of the 180 amendments lawmakers filed last week.
