The Senate Foreign Relations Committee passed a bill that would pay for support to Ukraine by taking out money from the Defense Department’s unobligated balances, a move that House Armed Services Committee Chairman Buck McKeon (R-Calif.) said would cause him to veto the bill if it comes to a vote on the House floor.
