Global Integrated Security (USA) Inc. (GIS), the security services division of Global Strategies Group, said yesterday it has appointed Dean Popps as a Board Director.

He has a very strong strategic and tactical understanding of the US procurement process and the current and emerging challenges of the U.S. defense industrial base” GIS Board Chairman David Gompert said. “This knowledge, combined with his extensive commercial experience, will be a great asset to the business.”
GIS provides full spectrum security services, training and capacity building and operational support to the defense and intelligence community and other U.S. government agencies.
Popps joins GIS from work at the senior level in the Defense Department. Most recently, he was acting Assistant Secretary of the Army for Acquisition, Logistics and Technology, and concurrently as the Army Acquisition Executive for the administrations of both George W. Bush and Barack Obama. From 2004 until 2007, as the Principal Deputy Assistant Secretary ALT, Popps served as the director of Iraq Reconstruction and Program Management, overseeing the Army’s executive agency of the $20 billion Iraq Relief and Reconstruction Fund.
In 2003, he was recruited from the private sector to join the Department of Defense’s Coalitional Provisional Authority (CPA) in Baghdad, where he served as director of Industrial Conversion to the Coalition, was part of the CPA’s Iraq Transition Planning Team, working to transfer authority to the new Iraqi government, and helped to form Iraq’s first Ministry of Science and Technology.
