Final Defense Bills Emerging

House and Senate negotiators agreed last night on a final Pentagon authorization bill that they hope to send in the coming days to the White House, which has threatened to veto similar legislation over military detainee guidelines. Meanwhile, congressional appropriators put off filing last night a massive omnibus government spending measure that contains the final fiscal year 2012 defense appropriations bill, which sets the budget.
