By Emelie Rutherford A top military official officially approved plans yesterday to boost by 4,000 the number of mine-resistant vehicles the Pentagon will buy for troops in theater. Marine Gen. James Cartwright, vice chairman of the Joint Chiefs of Staff, signed a memo yesterday increasing to 26,882 the requirement for the Mine Resistant Ambush Protected (MRAP) family of vehicles, his spokesman said.
