China ended its harassment of a U.S. Navy ship, but saved face by portraying its backing down as a response to actions by President Obama. A Chinese news organization, the China Daily, alleged that rogue military personnel on the USNS Impeccable, an intelligence ship, caused the problem, but that Obama brought them up short.
