By Calvin Biesecker The government's plans for spending the FY '09 budget for physical fencing and sensor systems to secure the nation's borders doesn't fully satisfy all the legislative conditions imposed by Congress for the release of $400 million Congress appropriated under the Secure Border Initiative, according to the Government Accountability Office (GAO).
