CBP Releases RFP for Mobile Reflective Imaging Systems
Customs and Border Protection (CBP) has issued a Request for Proposals (RFP) for supplies and services related to Mobile Reflective Imaging Systems (MRIS) under the Non-Intrusive Inspection (NII) program. The program has a potential value of $76.4 million. The MRIS will be a large-scale NII system used at various ports of entry and other locations throughout the U.S. to screen trailer trucks, pallets, trailer-mounted cargo containers and other vehicles for contraband such as illicit drugs, terrorist weapons, and currency. The MRIS is required to inspect conveyances without requiring a boom or other device located on an opposite side of the conveyance for enhanced maneuverability and to conduct inspections in situations where a boom would not be practical. DARPA Soliciting for Cyberspace Operations R&D
The Defense Advanced Research Projects Agency (DARPA) Information Innovation Office has issued a Request for Information on potential performers for classified cyberspace operations (CSO) research and development (R&D). TSA Issues RFI for Automated Screening Lanes
The Transportation Security Administration (TSA) has issued a Request for Information (RFI) related to automated screening lanes that include a number of enhancements to standard airport checkpoint screening lanes designed to increase passenger throughput and enhance security. The agency, working with various airlines, already has two automated screening lanes in one airport and hopes to have close to 60 of the lanes at some of the largest airports in the U.S. by Christmas. Some of the capability specifications outline in the RFI include less than 10 minute average security-related delay at the checkpoint by at least 90 percent of passengers, comparable or more efficient staffing as a current standard lane, automatically divert items requiring additional screening, parallel divestiture of carry-on items to make better use of each lane, automatic bin return, and automatic tracking of times and bins. DHS S&T Issues Innovation Call to Help CBP with Airport Passenger Processing
The Department of Homeland Security (DHS) Science and Technology (S&T) Directorate’s Silicon Valley Office has issued an Other Transaction Solicitation (OTS) under the project title “Enhancing CBP Airport Passenger Processing.” The OTS says CBP wants solutions that increase security while reducing processing time; while quickly, accurately and reliably identifying foreign nationals as the process through airport inspection halls. The OTS is a new contracting method being used by S&T to expedite the award process to attract high-tech startups and other innovative firms into doing business with the department. The DHS is seeking technologies in the technical topic area of “Remote Interview and Identity Verification.” As with the other Innovation Calls, S&T will award vendors between $50,000 and $200,000 per phase with up to four phases possible. The first three phases would last between three and six months each and phase four would be test experimentation or acquisition by a DHS component. DNDO Issues RFI fro Radiation Portal Monitors
The Domestic Nuclear Detection Office (DNDO) has issued a Request for Information (RFI) on fixed Radiation Portal Monitors (RPMs) in support of an RPM Replacement Project. The project supports the government’s radiological and nuclear detection mission at land and sea ports of entry. DNDO expect to acquire more than 100 commercially available RPM systems between FY ’18 and FY ’20. A draft Request for Proposal (RFP) is expected to be issued in the fourth quarter of FY ’16 and a final RFP in the first quarter of FY ’17. TSA Issues RFI for Integrated Logistics Support Services
The Transportation Security Administration (TSA) has issued a Request for Information (RFI) to increase industry’s understanding of the agency’s requirements for Integrated Logistics Support (ILS) services in support of the Office of Security Capabilities. A Request for Proposal is expected to be released in FY ’17. TSA currently has four ILS support contracts in place, three with original equipment manufacturers and one with a third party maintenance service provider. The OEM contracts and their potential values are: L-3 Communications [LLL], $213.6 million to support the company’s deployed explosives detection systems (EDS) from Oct. 1, 2015 through Sept. 30, 2018; Safran Group’s Morpho Detection, $221.7 million to support the company’s deployed EDS systems from Aug. 1, 2015 through July 31, 2018; Leidos [LDOS], $76.1 million to support the company’s deployed EDS from July 1, 2016 through June 30, 2018; and Leidos, $437.8 million to maintain all checkpoint equipment regardless of manufacturer from Sept. 30, 2013 through Jan. 31, 2018. Coast Guard Releases Icebreaker ORD, RFI for Ship Components
The Coast Guard has publicly released version 1.0 of the operational requirements document (ORD) for its planned Polar Icebreaker (PIB), with delivery of the vessel planned on or before FY ’26 and full operational capability expected on or before FY ‘28. Some of the key performance parameters, which have previously been published, include breaking through ice at least six-feet thick with an objective of at least eight-feet of ice at 3 knots or more, be underway for at least 80 days with a 90 day objective, and communicate via a voice and data with the Coast Guard, Department of Homeland Security, Defense Department, NATO, the State Department, National Science Foundation and National Oceanic and Atmospheric Administration. The service has also issued a Request for Information (RFI) for various PIB ship components that may meet the vessel’s specific design and operational requirements. The service is conducting six different surveys within the RFI for the various components, including automatic voltage regulators for shipboard generators, diesel generator sets, propulsion motors and motor drives, speed governing system, generators, and prime movers for diesel generators. TSA Taking Reimbursement Applications for Already Installed In-Line EDS Systems
The Transportation Security Administration (TSA) is soliciting applications for reimbursement for in-line checked baggage inspection systems that were installed prior to Aug. 2007 without funding from the agency. To be considered for reimbursement, the project must meet four major criteria: The project was to construct an integrated or partially integrated baggage screening system; construction on the project began on or before Aug. 3, 2007; at the time of construction the airport sponsor had reasonable anticipation of being reimbursed; and the airport sponsor has not received government funding for the construction project.
