The Air Force posted a solicitation on Aug. 11 seeking contractor support to develop an implementation plan for a new Insider Threat Program the service is developing.
A contractor will assist the Air Force in developing a tailored Insider Threat Implementation Plan, manage the completed program, develop metrics to track program implementation progress, and coordinate with stakeholders to determine existing service capabilities to assist the program, according to the solicitation posted to FedBizOpps.
The Air Force is currently developing the Insider Threat Program as a result of directives from Executive Order 13587, Structural Reforms to Improve the Security of Classified Networks and the Responsible Sharing and Safeguarding of Classified Information; the National Insider Threat Task Force (NITTF); as well as national, Defense Department, and Air Force policies.
An insider threat is defined as the threat an insider will use their authorized access, wittingly or unwittingly, to do harm to the security of the United States, the solicitation said. This includes harm through espionage, terrorism, unauthorized disclosure of national security information, or the loss or degradation of departmental resources or capabilities.
The contractor will be responsible for developing an information hub, as prescribed in the NITTF, to monitor employees that access classified networks for suspicious activity. The hub will have to integrate existing Air Force information, including human resources, medical, disciplinary, criminal, and counterintelligence records, with new information derived from Air Force systems monitoring.
“Integrating data from across the AF will be a primary challenge for the developing Insider Threat Program. The NITTF prescribes a Hub, in which analysts use data fusion capabilities to identify possible insider threat actors from behavioral indicators, as a requirement for all Insider Threat programs,” the solicitation said.
The award will be a firm fixed-price contact that lasts from September 2015 to September 2016. Two options may be included, each operating for one additional year.
Proposals must be received by Sept. 1, 2015. The contracting office is Joint Base Andrews, Md., with the Pentagon as the place of performance.
