INDIAN HEAD, Md.—The Navy’s premier facility for developing and producing energetics for munitions and rocket motors is nearing completion of the initial phase of a long-term modernization effort that starts with unlocking latent capacity, and is transitioning to the second phase when it begins to add additional equipment and new processes to boost volumes in response to surging demand.
