Most Difficult Management Challenge Facing DHS Is Hiring, Appropriators Say

Hiring new personnel across the department and some of its agencies is the “most daunting management challenge” facing the Department of Homeland Security (DHS), the Senate Appropriations Committee says in a report.“The lack of ability to onboard personnel continues a vicious cycle of bloated and unrealistic budget requests; unfilled mission needs; poor morale; and higher attrition,” the panel says in a report that is part of its spending recommendations for DHS in FY ’17.The National Protection and Programs Directorate, which…
