The House yesterday approved a $38.9 billion FY ’14 Homeland Security Appropriations Bill (H.R. 2217) largely along partisan lines as most Democrats withdrew their support for the measure following passage of an amendment that would limit the ability of federal authorities to use discretion in targeting illegal immigrants, including children, for removal.
