DoD IG Report Calls Contractor Vetting System Ineffective, Recommends Replacement

The Department of Defense Inspector General found that “the Navy Commercial Access Control System (NCACS) did not effectively mitigate contractor access control risks and allowed convicted felons to access Navy installations without the knowledge and approval of the installation commander,” according to a report already set for release this week and unrelated to the Sept. 16 shooting at Washington Navy Yard that left 12 employees and the shooter dead.
