Bush Details Army’s Hybrid Award Plan For Software Development Contract, Addresses Earlier Pushback

The Army’s top acquisition official has addressed pushback from some of industry on the service’s approach to its planned multi-award software development contract, detailing plans to issue a range of cost-plus and fixed-price hybrid award types allowing for maximized flexibility. Doug Bush, the Army’s acquisition chief, told reporters on Thursday the service incorporated direct feedback from industry into its recent draft Request for Proposals for the Modern Software Development contract, and reiterated that plans to solely use a cost-plus model…
