Kessner The Office of Naval Research (ONR) yesterday said that senior Navy leaders would be on hand Dec. 10 at Naval Surface Warfare Center (NSWC) Dahlgren, Va., for what is planned as a record-setting test of an experimental Electromagnetic Railgun.
