The General Services Administration (GSA) plans to issue a Request for Proposal (RFP) for the for the construction of the Department of Homeland Security (DHS) Operations Center as part of the DHS headquarters consolidation at the St. Elizabeth's Hospital site in Washington, D.C. Construction of the DOC is part of Phase 2 of the headquarters consolidation. The first phase is for new construction of the Coast Guard headquarters.
