DHS Plans Testing of Handheld Radioactive Contamination Detectors and RPMs

The Department of Homeland Security Science and Technology Directorate, National Urban Security Technology Laboratory has issued a Request for Information for Participation for testing handheld radioactive contamination detectors and radiation portal monitors (RPMs). Citing the Fukushima nuclear reactor accident in Japan in 2011, DHS says that following a commercial nuclear power plant accident it will be necessary to survey large numbers of people and vehicles. With such a scenario in mind, the Federal Emergency Management Agency developed performance standards for RPMs for radiological response purposes and tested different handheld radioactive contamination detectors to determine their response while surveying radioactive sources. With advances in technology since then, DHS S&T, in support of FEMA, wants to test the capabilities of various handheld devices and RPMs under standard conditions and allow FEMA to publish the results for usage with the nuclear power plant emergency response community. DHS S&T to Solicit for RDT&E Support for Transportation Security Lab

The Department of Homeland Security Science and Technology Directorate has issued a draft solicitation for research, development, test and evaluation (RDT&E) support at its Transportation Security Laboratory in Atlantic City. The services will support test and evaluation of explosive and threat detection technology and systems with the principal focus on the detection of conventional and homemade explosives. Other technical activities include scientific investigations into contraband such as the detection of illicit substances, and the test and evaluation of technologies design to detect and or identify these substances. FEMA Issues RFI for Cybersecurity Compliance Services Support

The Federal Emergency Management Agency has issued a Request for Information on the capabilities of small businesses to provide project management and cybersecurity compliance support services to the agency’s information technology system owners and key stakeholders throughout the systems development lifecycle to include classified and unclassified systems. FEMA says that the purpose of the planned effort is to ensure the confidentiality, integrity, and availability systems, networks and data are at an acceptable level of risk throughout the system development lifecycle by acquiring and providing information system security officers, security analysts, program managers, and other cyber resources determined to fulfill cybersecurity requirements for the agency’s enterprise systems. Coast Guard Solicits for Next-Generation Biometrics at Sea

The Coast Guard has released a combined synopsis and solicitation to acquire a next-generation biometric system for use aboard its vessels at sea. The Coast Guard uses biometrics collection and matching devices as part of alien migrant interdiction operations, and enforcement of laws and treaties. The devices are used to identify individuals interdicted at sea and if no match is found, then it gives the Department of Homeland Security a biometric record of a person in case they are encountered again. The Coast Guard says that given the extreme conditions the devices will operate in and the sensitive networks they will connect to, only six systems will be purchased on the contract that will be used in field testing. The award will contain an option to purchase an additional 134 devices. The service says it prefers an all-in-one solution that can collect and match fingerprints, iris and facial scans against a local data store, and collect and store biographical data. CWMD Solicits for Chem/Bio Detection and Identification Equipment Courses
