LOUIS—With potentially high dollar contracts looming, Boeing [BA] is moving out on a $1.8 billion-plus investment to build a 1.1 million square-foot factory, where it expects to develop and produce combat aircraft under its Phantom Works advanced development and prototyping division, the head of its operations here said on Wednesday.
