Ensuring U.S. forces have the right capabilities is required, but capabilities need to be determined by the strategy, Sen. John McCain (R-Ariz.) said yesterday at the Senate Armed Services Committee (SASC) hearing on the president’s nominee for Chairman of the Joint Chiefs of Staff, Army Gen. Martin Dempsey. “You want to assess the capabilities but you’ve got to develop a strategy and a policy that comes before capabilities, with all due respect,” McCain said, after congratulating Dempsey on his nomination…
