NATIONAL HARBOR, Md. – The size of a combatant doesn’t matter in cyberspace, where minor nations or small non-state groups with internet access and programming knowhow can create global effects from a desktop computer, according to the deputy chief of U.S. Cyber Command.“The interesting thing about cyber is you don’t have to be a nation-state of hundreds of millions of people.
