CSIS Unveils Cost-Capped Drawdown Plans; Emphasizes High-End Capabilities Over Partner-Building

The Center for Strategic and International Studies (CSIS) developed a new methodology for planning a military drawdown amid congressionally mandated cost caps, and in following the methodology CSIS proposed a force structure for 2021 tailored to counter high-end threats rather than partner with allies in the Pacific.
