The Space Enterprise Consortium (SpEC) last Friday issued a Request for Proposals (RFP) to consortium members to provide a resilient GPS capability under a new rapid acquisition initiative launched by Air Force Secretary Frank Kendall. The “Quick Start” authorities allow the Defense Department to quickly move out on research and development efforts without obtaining congressional budget approval.
