Congress is officially out on recess and faces a busy September when it returns, with the Senate having still to consider its defense appropriations legislation facing a government shutdown deadline and both chambers likely to bring up their respective defense authorization bills. While the Senate confirmed a slew of top military officials before leaving town this weekend, including the next Chief of Naval operations and leaders of U.S. Special Operations Command and Africa Command, the upper chamber still has a…
