U.S., Israel Foundation Seeks Proposals for Homeland Security

The Israel-US. Binational Industrial Research and Development (BIRD) Foundation has issued a call for proposals to promote U.S.-Israel joint development projects for the development of advanced technologies in homeland security. BIRD is looking for project submission in the following technology areas: Cyber Crime; Secure Critical Infrastructure and Public Facilities; Safe and Secure Cities; Border Protection, including Maritime Security; Unmanned Aerial Systems; Technologies for First Responder including Command & Control, Video Analytics, Communications, Personal Protective Equipment, and others. Proposals must demonstrate “considerable commercial potential.” Approved projects will receive up to $1 million, up to 50 percent of the joint research and development budget, and will be repaid only if the project achieves revenue. DHS S&T to Seek Proposals in Support of First Responders under BAA

The Department of Homeland Security Science and Technology (S&T) Directorate’s First Responder Group program has issued a new call under a Broad Agency Announcement (BAA) that has been seeking research proposals within three technical topic areas: Personal Protective Equipment; Emerging Technologies; and Response and Defeat Operations Support. The BAA opened in FY ’18 and runs through FY ’22. The technical topic areas under the new research call are integrated structural turnout gear, next-generation firefighter helmet, remote and rapid crew rescue capability, and portable thermal imager integrated with other signs of life sensors. DHS Seeks Alert Notifications

The Department of Homeland Security has issued a Request for Information as part of a requirement for an enterprise-wide automated communication system that can notify all DHS users, or subsets of users based on a variety of indicators. DHS S&T Opens Solicitation for Solutions to Prevent Forgery of Certificates, Licenses

The Department of Homeland Security Science and Technology Directorate has opened its second solicitation seeking proposals for “Preventing Forgery and Counterfeiting of Certificates and Licenses.” The previous call under the same solicitation name was in 2018. The follow-on call identifies five additional use cases for blockchain and distributed ledger technology to support the missions of Customs and Border Protection, U.S. Citizenship and Immigration Services, and the DHS Privacy Office. The solicitation was released under S&T’s Silicon Valley Innovation Program. Applicants are expected to use one or more of the following DHS-specific scenarios to frame their submissions: Alternative Identifier to the Social Security Number; Food Supply Chain Safety and Visibility; Supply Chain Traceability of Natural Gas Imports; Supply Chain Traceability of Direct-to-Consumer E-Commerce Shipments; and Privacy Respecting Essential Work and/or Task License.
