TSA Releases Final RFP for CT at the Checkpoint
The Transportation Security Administration on Feb. 5 released its final Request for Proposals for vendors bidding on the agency’s program to introduce computed tomography (CT)-based scanning systems to screen carry-on bags at airport checkpoints in the U.S. The agency plans to buy up to 300 of the CT systems from one or more competitors initially and eventually around 2,400. DHS S&T Issues RFI for First Responder Operational Experimentation
The Department of Homeland Security Science and Technology Directorate has issued a Request for Information (RFI) under the Next Generation First Responder Program for the Birmingham (Ala.) Shaken Fury Operational Experimentation that will integrate first responder technologies to enhance the mission-response capabilities of area responders and federal agencies. The operational experimentation is planned for the week of Aug. 18 and is aligned to the Federal Emergency Management Agency’s 2019 Shaken Fury Earthquake Exercise during the first week of June, which is based on response, recovery and mitigation actions related to a New Madrid Seismic Zone earthquake scenario. DoD Rapid Reaction Technology Office Plans Thunderstorm Tech Demo
The Defense Department’s Rapid Reaction Technology Office has issued a Request for Information seeking technologies from private industry, government research and development organizations, and academia for inclusion in the Thunderstorm Technology Demonstration and Experimentation 19-2: Multi-Domain Operations event this summer. The intent is to accelerate the delivery of innovative capabilities to the warfighter by demonstrating and experimenting with the capability in an operationally relevant environment. The demonstrations and experiments are planned for July through August in the New York City area, or another metropolitan area within the eastern U.S. Thunderstorm provides a realistic demonstration environment for technology developers to interact with operational personnel. This year’s event will focus on challenges encountered during humanitarian, first responder, and military operations within multiple domains encountered in dense urban environments, including buildings, streets, subterranean, and littoral environments. Event hosts are interested in soldier –borne sensors, CBRNE and drug detection systems, future vehicles for multi-domain operations, security and access and crowd management, including facial recognition systems and man-portable barriers. CBP Seeks Test Bed Training for RVSS
The Federal Aviation Administration, on behalf of Customs and Border Protection, is conducting a market survey for the acquisition of Remote Video Surveillance System (RVSS) test bed training. The FAA says that General Dynamics [GD], which provides the RVSS to CBP, is currently the only known source that can perform the work. The forthcoming contract will include training for the maintenance and operation, setup and configuration assist services for associated software to include Pureactiv, Dragonwave, and associated equipment. DHS Silicon Valley Program Issues Call for Technologies to Prevent Forgeries and Counterfeiting
The Department of Homeland Security Science and Technology Directorate’s Silicon Valley Innovation Program (SVIP) has issued a call against its five-year Innovation Other Transaction Solicitation for an effort entitled “Preventing Forgery and Counterfeiting of Certificates and Licenses.” The call says that “DHS is interested in innovative Blockchain and DLT (Distributed Ledger Technologies) solutions that address the challenges of interoperable digital entitlement attestations that support individual control and accountability of data release, while incorporating digital counter-fraud technologies and tactics, enterprise lifecycle management, and a high degree of usability across service delivery modalities.” The call seeks to service the mission needs of at least several DHS components, including Customs and Border Protection, U.S. Citizenship and Immigration Services, and the Transportation Security Administration. CBP Seeks Information for Maintenance for RVSS-U and Related Command and Control
The Federal Aviation Administration, on behalf of Customs and Border Protection, has issued a Screening Information Request (SIR) related to operations and maintenance services for field repair, supply support, and maintenance of the Remote Video Surveillance System Upgrade (RVSS-U) to include relocatable towers, and current and or future RVSS-U system information technology technical maintenance issues. The acquisition also includes maintenance support for RVSS-U command and control operations. The FAA expects a five-year indefinite delivery, indefinite quantity contract that has a base-year and four one-year options. The SIR is the first phase of a full and open two-phase procurement that is using a tiered evaluation process that begins with small businesses and will progress to larger businesses only if there are not enough small businesses that can compete in the second phase. CISA Plans Solicitation for Priority Telecommunications Services
The Cybersecurity and Infrastructure Security Agency has issued a pre-solicitation for Priority Telecommunications Services (PTS) and related components that include Government Emergency Telecommunications Services (GETS), Wireless Priority Services (WPS), and Next Generation Networks (NGN). The PTS program responds to a White House tasking to address the communications needs for continuity of operations and continuity of government. CISA’s Emergency Communications Division requires contractor engineering, program management, integration, operations, maintenance and provisioning support. Contractor must also help with the transition of legacy GETS and WPS to Internet Protocol packet-based networks, along with adding video and data priority as the public switch network evolves. Sol.
