By Calvin Biesecker House and Senate conferees yesterday approved an FY '10 Homeland Security Appropriations Bill that would boost discretionary spending nearly 7 percent to $42.8 billion and provides strong support for border security and Coast Guard acquisition programs, including the Deepwater modernization effort.
